As VP of Community Investments, Beth works out of the Burlington office directing both LIHTC and NMTC investment opportunities, overseeing underwriting and deal structuring to guide transactions from development to closing and implementation. She is responsible for broadening and maintaining strong alliances with investment and business partners.
Beth has over 20 years of economic and community development financing experience. She got her start as an Americorp VISTA Volunteer, evaluating bank Community Reinvestment performance and as a credit analyst at Evergreen Community Development Association. Then at Vermont Community Loan Fund she oversaw small business agritourism lending and fund development. Prior to her start at Evernorth in 2012, Beth was a Community Development Specialist for the State of Vermont’s Community Development Block Grant Program.
Beth has a B.S in Geography from the University of Vermont and currently serves on business loan committees for Community Capital of Vermont and the City of Montpelier. She has run two marathons and lives in Montpelier with her husband, two daughters, dog and cat.

As a Senior Community Investments Officer, Ian analyzes tax credit opportunities for affordable housing projects and works collaboratively with developers to provide investment in their projects.
Previously Ian served as Housing Analyst with the Vermont Housing and Conservation Board, underwriting affordable housing projects and as a Housing Projects and Policy Specialist for the City of Burlington, Vermont. Ian received an MA in Urban and Environmental Policy from Tufts University. Prior to that Ian received a Bachelor of Arts from UMASS Amherst.
Ian lives in Winooski Vermont with his wife Rose and dog Adi and enjoys the local music scene, playing pickleball, snowboarding, and hiking in the Adirondacks.
As a Community Investments Officer, Ridwan is responsible for analyzing and underwriting tax credit opportunities for affordable housing and community development projects within Maine, New Hampshire and Vermont. Prior to joining Evernorth in 2024, Ridwan began his career at Bangor Savings Bank as a management trainee geared towards a holistic learning of the banking industry. Upon program completion, he transitioned into a credit analyst role underwriting small business loans. Following his time at Bangor Savings Ridwan transitioned to TD Bank as a credit analyst II, with a role focused on conducting annual and interim reviews for large exposure Borrowers within the Banks workout department.
Ridwan is a graduate of Drew University with a BA in Business. He was a participant in the university's immersive Wall St program, a member of the student investment club and resident housing authority.
When not at Evernorth, Ridwan enjoys hiking, concerts, museums, attending sporting events and traveling. He enjoys volunteering and supporting small businesses in his community.
As the Director, LIHTC Risk Management, Julia is responsible for overseeing the advancement of a portfolio of pre-stabilized LIHTC investments from construction loan closing through permanent loan closing and first year credit delivery.
Julia has over 24 years of experience in the finance industry, holding positions such as a securities trader, a real estate professional, various analyst roles including business, systems, and financial, and prior to joining Evernorth, as an underwriter in the low-income multi-family industry. Julia holds both a bachelor’s degree and an MBA from Southern New Hampshire University. She has served on the boards of two non-profit organizations that served the LGBTQ community and woman's reproductive services, and in her spare time, can be found enjoying outdoor activities such as skiing, hiking, and cycling. Julia lives in Concord, New Hampshire, and is based out of Evernorth’s Portland office.
As the Community Investments Closing Manager, Lauren is responsible for organizing and managing closings for Low Income Housing Tax Credit (LIHTC) and New Markets Tax Credit (NMTC) transactions, performing as the liaison between development partners, and staff, financing teams, and investors.
Lauren is a Certified Paralegal (CP) and a member of the National Association of Legal Assistants (NALA).
Before joining Evernorth, Lauren was a paralegal in law firms across New York, Vermont, and New Hampshire, specializing in corporate law and commercial real estate.
Lauren has a Bachelor of Arts in Criminal Justice Studies and Sociology from Keene State College and a Certificate in Paralegal Studies from Duke University.
Lauren lives in Dover, New Hampshire, with her dog, Moab. She enjoys spending time with family and friends, caring for her indoor plant collection, and traveling.
As Director of LIHTC Acquisitions, Bill works closely to manage and staff a pipeline of LIHTC investments from prospective deals to equity offers through construction loan closing. Prior to joining Evernorth in 2023, Bill underwrote housing tax credit projects at the Vermont Housing Finance Agency and also served previously as the Family Shelter Program Coordinator at the Committee on Temporary Shelter (COTS).
Bill holds a Master’s in Business Administration with a Finance concentration from Temple University’s Fox School of Business as well as a Master’s in Social Work from the University of Pennsylvania. He has also been certified as a Housing Development Financial Professional by Grow America (formerly NDC). He lives in Burlington, Vermont with his family and serves on the board of the Burlington Housing Authority.
As a Senior Community Investments Officer, Rosanne analyzes investment opportunities for affordable housing and community and economic development projects. Prior to joining Evernorth in 2023, Rosanne spent nine years working in affordable housing, most recently as Account Manager for a national low-income housing tax credit syndicator and asset and portfolio manager, and earlier as a Project Manager for an affordable housing developer. She began her career as a librarian, working in public, academic, and research libraries, and regularly draws on this experience with information organization, project management, and community service in her work with affordable housing.
Rosanne earned a Bachelor’s of Arts from the University of Connecticut in American History and French, a Master’s of Science in Library and Information Science from Simmons College, and is completing her Master’s of Business Administration with a finance concentration from the University of Connecticut. When she’s not in school, Rosanne spends her free time with her family, her pets, her crafts, and her books.
As Director of Lending , Jim is responsible for supporting the mission-based goals and managing the operational needs of Evernorth's growing lending business. Overseeing Evernorth's debt financing product lines, Jim leads the origination, underwriting, portfolio management, product and business development activities in an effort to expand and strengthen the Evernorth lending platform. Prior to joining Evernorth, Jim spent over twenty years in GSE multifamily lending focused on the underwriting and origination of market rate and affordable housing loans totaling $3.0 billion and also previously worked for a large Boston based pension fund advisor in an asset management role.
Jim received a Bachelor of Science degree with a concentration in Finance from Northeastern University, is the father of two young adults, and enjoys winter hiking and cycling long distances.
Ryan joined Evernorth’s Real Estate Development Team as a Project Manager in May 2023. He previously worked for the State of Vermont in Project and Facility Management. His prior experience included managing projects from conceptual framework through to completion, with a focus on permitting and federal funding compliance. With Evernorth, Ryan is responsible for managing projects through the design and construction cycle through completion, ensuring all project milestones are met. He is excited to be a part of an organization that creates such a major impact on the everyday lives of the residents of Northern New England.
Ryan holds a degree in Parks, Recreation and Tourism from the University of Vermont. In his free time, he volunteers with adaptive sports organizations around the state. He also races mountain bikes and backcountry skis as much as possible.
Kathy serves as the Senior Vice President for Real Estate Development. She directs real estate development activities and works with Evernorth’s developer and project management team to successfully bring impactful affordable housing projects to a closing and completion. Prior to serving as senior vice president, Kathy was appointed as the Deputy Commissioner of Housing & Community Development for the state of Vermont in 1998. Kathy also worked as a developer for Housing Vermont from 1990 to 1996 and returned to that role in 2007.
Kathy holds a Master’s degree in Public Administration from the Harvard Kennedy School of Government, and a Bachelor’s degree in Accounting and Economics from the University of Minnesota. Kathy has a passion for civic duty and has served in the Vermont legislature, on the local school board, and on several nonprofit boards.
Amy serves as the Director of Project Management in Evernorth’s Burlington office. Her responsibilities include coordinating work flow in the Real Estate Development team, managing Project Managers, collaborating with Evernorth’s Asset Management, Connections, and Energy Services departments on initiatives, and serving as a resource for project management questions. Additionally, Amy manages development projects and coordinates all aspects of construction until the building is complete and ready for occupancy.
Amy has more than 25 years of experience in affordable housing development. She joined Housing Vermont in 1999 and worked at Cathedral Square Corporation prior to that time. She holds a B.S.W. degree from James Madison University. Amy enjoys being outside – skiing, paddling, biking, gardening – and loves to travel as much as possible.
As Real Estate Assistant, Sue works closely with Evernorth developers to bring projects to construction loan closing and financing. Sue coordinates documentation with our partners and attorneys, as well as government agencies. She manages investor capital calls and takes a lead role in tracking LIHTC carryover allocation agreements. Prior to joining Evernorth, Sue worked in the financial services industry with a focus on client wealth management. Sue is a former board member of Pride Center Vermont. She supports a number of local non-profit organizations and is especially excited to work with Evernorth in its mission to provide housing for low and moderate income people across northern New England. Sue has a BA in Journalism from the University of Wisconsin at Madison and graduate level work in education at the University of Minnesota.
Sue lives in Burlington with her college-bound daughter and large bounding dog Arlo, a boxed/husky mutt. In her free time Sue can be found cooking for family and friends, on the pickleball court or swimming in any suitable body of water she can find.
Matt Moore is a Senior Developer with Evernorth, responsible for securing site control and permits, financing, tax credits, and equity, coordinating the design team during pre-development and creating the development pro forma. Matt joined Housing Vermont in 2006 and has closed 22 real estate development projects totaling over $64MM in construction contracts.
Matt has a B.A from Miami University in Ohio and a Master’s degree in Environmental Law from Vermont Law School. He lives in Burlington, Vermont with his family and enjoys being outdoors and traveling.
Jess joined the Evernorth team as a Developer in December 2021. Jess is responsible for securing site control, permits, debt financing, tax credits, and equity, as well as coordinating the design and construction team during pre-construction alongside Evernorth’s Project Managers. She brings nearly a decade of experience in the development field, including time in historic preservation consulting; working on single-family home renovations for low-income, first-time homebuyers; and as a LIHTC developer in the mid-Atlantic. She is excited to be on a team that delivers such high-quality, impactful, sustainable, and context-specific developments.
Jess graduated from Skidmore College and has Masters’ degrees in Historic Preservation and City & Regional Planning from the University of Pennsylvania. She lives in Winooski, VT and spends time outside of work exploring her new home state of Vermont, cooking, reading, and trying to pick up construction skills.
As an Associate Developer, Henry analyzes the feasibility of new project opportunities, builds and maintains project proformas, and manages the data collection and maintenance for the Real Estate Development department’s project pipeline. He also works alongside Evernorth’s lead developers throughout the predevelopment process, helping to secure site control, permits, public and private financing, and tax credits.
Prior to his position on the development team, Henry worked as an analyst in Evernorth’s Community Investments department, where he conducted independent research on trends in LIHTC syndication and multifamily housing development, and supported Community Investments Officers in underwriting tax credit opportunities for Evernorth’s LIHTC and NMTC syndication pipelines.
Henry graduated from Clark University initially with a BA in Economics, and subsequently with an MA in Community Development and Planning. He is passionate about music and art and is always looking to learn more about intentional and equitable city planning practices. Outside of work, Henry is likely to be found on a long walk with his dog Cleo, or in over his head on a home-improvement project with his roommates.
Sandra Silla, a registered architect and LEED Accredited Professional, joined Evernorth’s Project Management team with 30 years of experience in senior living, multifamily, and healthcare architecture. Prior to joining Evernorth, Sandra was working as a senior level architect, managing, developing, coordinating and executing projects from schematic design through construction closeout phases. She is excited to transition into a position that allows growth personally and professionally while maintaining a connection to her field of specialty: project management and construction.
Outside of work Sandra assists seniors in the community, allowing many to age in the comfort and safety of their homes. She lives in Burlington with her husband and enjoys cooking, reading, and many outdoor activities Vermont has to offer including canoeing, camping and outdoor ice-skating.
Ben Sturtz is a Senior Developer at Evernorth starting his work on January 31st, 2022. Ben is responsible for securing site control and permits, financing, tax credits, and equity, coordinating the design team during pre-development and creating the development pro forma.
Before arriving at Evernorth, Ben was a Project Manager for BRIDGE Housing Corporation in their Portland, Oregon office managing the financing and construction of two of BRIDGE’s low-rise and high-rise developments in the region. Prior to joining BRIDGE, Ben directed the construction of seven affordable housing developments for REACH Community Development in both Oregon and Washington as a Housing Development Project Manager. His work in these developments totaling 595 units brought in around $222 million in investment. Ben also managed federal affordable housing programs for Washington County (Oregon) for twelve years prior to joining REACH. Ben has a Master’s Degree in Urban and Regional Planning and a Graduate Certificate in Real Estate Development from Portland State University. He has a Bachelor’s of Arts in Political Science and Spanish from the University of Illinois at Urbana-Champaign. Ben has a deep interest in energy efficiency, community gardens and incorporating art and history into developments. He enjoys soccer, hiking, skiing, the various forms of golf and spending time with his family boating on the lakes and rivers of New England.
Jack joined Evernorth in May 2023 after relocating to Vermont from London, England. Prior to joining Evernorth, he gained over 10 years’ real estate experience in planning, design and land acquisition roles.
Upon relocating, Jack made the conscious decision to transition into construction project management and particularly the Affordable Housing sector. As a Senior Project Manager, Jack enjoys seeing regular progress on site and being heavily involved in the construction process and witnessing first-hand the positive change that sustainable affordable housing can make to local people and the communities they live in.
In his spare time, Jack coaches and watches (too much) soccer and is regularly out on his bike or hiking the Green Mountains he now calls home. His skiing technique leaves a lot to be desired.
As a Project Manager on the Real Estate Development team, Devon helps to oversee projects from design development through construction completion. Prior to joining Evernorth, Devon worked as a carpenter on high-performance homes, taught social impact design and build skills to high school students, was a co-director/owner at a cooperative natural building firm, and most recently worked as a consultant bringing funding to agricultural infrastructure projects in Vermont and serving as an owner’s representative on those projects. He holds a Bachelor’s degree in Renewable Energy & Ecological Design and a Master of Design Studies in Sustainable Design.
Devon lives in the Champlain Valley of Vermont with his wife, their dog and their inexplicably old goldfish. You can find him hiking with friends, exploring the back roads of the state, finding any excuse to use his tools, and reading and writing at home.
As a Director of Capital Strategies for Evernorth, Mary’s role is to strengthen our Capital Management department through research, evaluation and development of investment vehicles as well as creating and maintaining models which align investment selections with Evernorth’s goals and risk tolerance. She serves as Treasurer on the board of Community Capital of Vermont, a CDFI loan fund and small business microlender, where she is also a loan committee and credit quality committee member. Prior to joining Housing Vermont in 2020, Mary owned a small business and worked as an investment manager for a diversified investment firm.
Mary received her BS in Business with a Finance concentration from Boston University’s Questrom School of Business and is a Chartered Financial Analyst (CFA) charterholder. She lives in Shelburne, Vermont with her family and enjoys spending time at the lake and supporting Vermont’s ecosystem of businesses and farms.
As Capital Management Associate & Office Manager Connie provides support for investors, assists in setting up funds and maintains various tracking systems. Her responsibilities also include website reporting, IT and communications support. Connie joined NNEHIF in June 2017. She has many years of experience working in a variety of offices including banking, insurance and health care.
Connie has an Associate Degree in Business Administration. She is mom to three adult children. She enjoys traveling, outdoor activities and spending time with family and friends.
Paul’s role as Director of Capital Management is to guide complex real estate transactions during the asset holding and divestment periods. This includes developing and maintaining compliance procedures, monitoring financial performance and preserving yield maintenance throughout a project life cycle, from construction loan closing through disposition. Paul also handles a wide range of fund management responsibilities including in-depth review of project partnership tax returns and audits, financial model analysis and quarterly investor benefit reporting. Prior to joining Evernorth in 2016, Paul spent 12 years as a sales professional in the residential mortgage industry.
Paul received his Bachelor of Science and Masters of Business Administration degrees from Salve Regina University in Newport, Rhode Island. An avid sports fan, Paul loves to play soccer and spend time watching his two sons play sports.
As Asset Manager, Jaime is responsible for the long-term operational health and performance of her portfolio. Prior to joining Evernorth, she has worked in affordable housing in Vermont for over 20 years. She began her career in 2001 with the Vermont State Housing Authority and earned her Occupancy Specialist Certification. She then worked for Cathedral Square Corporation where she was an on-site Property Manager and earned her Tax Credit Compliance Specialist Certification, building relationships and working with multiple funding agencies. It was during this time, she really developed her passion for housing. In 2014, with her knowledge and experience, she was successful in helping to start a local Property Management company and ensuring the company’s financial success. Jaime has recently earned her CHAM Asset Management Specialist Certification with Evernorth. She is also now serving as the Vice President of the Vermont Housing Managers Association and is a member of the VHMA Education Committee.
Jaime is a native Vermonter and lives with her two daughters Ava and Macy and their dog Phoebe. She loves being a mom first and most definitely prefers the summertime months in Vermont, enjoying the warmer months outside as much as possible while spending time with her family and friends.
John’s responsibilities as a Senior Asset Manager include maintaining systems and procedures, transactional administration, data gathering, analysis and reporting for Evernorth properties. He joined Housing Vermont in 2006. Prior to that, John worked for Lake Champlain Housing Development Corporation in both property development and facility management roles.
John studied geology and history at Oberlin College and UVM which led him to become a carpenter, experiential educator, and construction inspector prior to working in the affordable housing field. John is currently co-director of the property committee for the iconic building at the top of Church Street in Burlington, Vermont. He loves all kinds of outdoor activities including golf, hiking, biking, nordic and backcountry skiing, snowshoeing, and ice skating.
Keren joined Evernorth in December of 2024. As an Asset Manager, Keren is responsible for regulatory compliance monitoring, inspections of physical assets and analysis of budget reports, as well as information gathering, data entry, analysis, and reporting. Prior to joining Evernorth, Keren held multiple roles in the affordable housing industry including Resident Service Coordinator, Property Manager, and most recently Senior Property Manager with Avesta Housing. She holds multiple certifications and has extensive LIHTC experience working directly with a diverse group of tenants and properties in Portland, ME. She is excited to bring this knowledge and experience with her and apply it to her new role!
Keren holds Bachelor's and Master's degrees in Social Work from the University of Maine. Prior to working in affordable housing, she was a Maine licensed associate real estate broker and held several positions in the mental health field. She lives in Topsham, Maine with her husband, 3 daughters, and two rescue cats. She loves exploring Maine and New England with her family, and especially enjoys watching her kids experience all that the region has to offer.
As an Asset Management Specialist, Fran provides information management, monitoring compliance, and overall support to Evernorth’s asset management team. She joined Housing Vermont in 2016 in the role of Corporate Secretary. In 2018, after a few years of working closely with various boards, she was promoted to Asset Management Specialist, becoming more involved in the organization’s daily mission of providing affordable housing.
Fran served in the U.S. Navy for six years as an Electronic Technician specializing in shore communications and encryption equipment. She enjoys swimming, walking her dog, reading, traveling and spending time with her family and grandchildren.
Maryanne joined NNEHIF in 2009. As Asset Management Information Officer, her responsibilities include information gathering and transactional administration, data analysis, and static and ad-hoc internal and investor reporting related to assets in leasing, construction, and stabilized positions. She performs physical property inspections and reviews MSHA, NHHFA, HUD, RD inspection reports and oversees the Scholarship program for partners.
Maryanne earned the CHAM (Certified Housing Asset Manager) designation from NeighborWorks. She is a notary public, volunteers at a local food pantry and is a board member for the Brunswick Fair Hearing Authority. She loves hiking with her Nigerian dwarf goats, tending her organic gardens, and exploring scenic Maine from coast to mountain.
As an Energy Systems Engineer, Logan is responsible for commissioning new projects, evaluating building performance using the Parsons Platform data collection system, and utilizing building systems data to optimizing energy performance and inform future building design. Logan has a building science background and has helped implement practical solutions and simplified processes to aid developers and builders in designing, constructing, and marketing affordable homes in the Southeast Region of the country. Logan strives to grow as a professional and create a more equitable world, where home affordability and energy efficiency can be achieved by all people.
Logan joined Evernorth in 2021. He has a degree in Sustainability Technologies from CFCC in Wilmington, NC. Outside of work, Logan enjoys spending his time with his wife and two dogs. Together they enjoy various hobbies which include mountain biking, skiing, surfing, and skateboarding.
As Asset Manager, Kris contributes to departmental oversight of portfolio performance and investment return. He is responsible for maintenance of systems and procedures, information gathering and transactional administration, data analysis and reporting. He also oversees assigned assets for regulatory compliance support and technical assistance related to affordable housing property management. Kris began his professional career at Apple before transitioning to the banking industry in 2012. He joined NNEHIF in 2019.
Kris attended Southern Maine Community College (SMCC) for business and holds several financial certificates. A former planning board member for the City of Portland, Kris is an active member of the local community.
Mike serves as the Director of Asset Management in the Portland office for Evernorth. He leads the asset management team’s oversight of portfolio performance, credit delivery, data analysis, reporting, and manages the regulatory compliance monitoring and contractual relationship for the entire portfolio.
Mike has many years of affordable housing industry experience from Accounting Specialist and Property Manager with Avesta Housing, to his most recent role as Director of Private Monitoring Services at Spectrum Enterprises.
Mike earned his B.S. in Business Administration from Husson College in Bangor, ME. When not at work, Mike is on the go with his two young daughters, enjoying Portland’s food scene with his wife, or hanging with friends.
Meghan first joined Evernorth as the 2018-19 AmeriCorps Volunteer before working as the Resident Engagement Specialist for Champlain Housing Trust: establishing the first renter advisory committee, leading the community building programing and conducting an annual renter survey to inform best practices. She returned to Evernorth in 2022 as the Connections Coordinator, helping to expand onsite services and empowering our residents with opportunities to engage in decisions that impact their communities.
Before entering the affordable housing field, Meghan worked for five years in higher education, administering research grants for undergraduate students, coordinating sabbaticals for faculty and arranging MSW internships with local partners. She has a degree in Environmental Science with a focus on ethics and community from Franklin Pierce University and is a LEED Green Associate.
In her free time, Meghan enjoys paddle boarding, biking and camping with her dog, Bailey by her side.
Lindsay joined Evernorth in 2020 as the Connections Program Manager. Evernorth’s Connections Program supports initiatives to improve the lives of affordable housing residents, including programs to address food security, digital connectivity, and community-building. Lindsay comes to Evernorth with a background in healthcare program development and management through her work over the past decade as an occupational therapist. She holds a bachelor’s degree in psychology from Smith College and a master’s degree in occupational therapy from the University of Utah. In her free time Lindsay enjoys walks in the woods, gardening, paddle boarding, and playing in the snow with her children.
As VP of Asset Management and Portfolio Initiatives, Sherrin works out of the Portland office leading the asset management of approximately 260 properties and 10,000 households through construction, leasing and stabilization. She also oversees Evernorth Connections, a program focused on services to enhance the quality of life for residents in our properties. Her responsibilities include portfolio performance, regulatory compliance, analysis and reporting, and staff development. She brings 26 years of experience, formerly working as Director of Property Management at Avesta Housing, Branch Executive Director at the Portland YMCA amongst other management roles for market-rate and affordable property management companies throughout New England.
Sherrin received her Bachelor’s in Business Administration from Merrimack College and currently serves as President of the Maine Real Estate Managers’ Association (MREMA). She is on the Board of the Maine Affordable Housing Coalition (MAHC) and Consortium of Housing Asset Management (CHAM). Sherrin loves riding the slopes in the winter, spending weekends on Casco Bay in the summer, and enjoying an overall active lifestyle with family and friends.
As Director of Energy Services, Charlie directs the development and implementation of our in house data collection system – the Parsons Platform – to optimize the performance and lifespan of our building systems, reduce our carbon footprint, maximize resident comfort and health, and help Evernorth staff make informed decisions about existing and future building systems.
Charlie joined Evernorth in 2017 as a project manager. He holds a Bachelor’s degree in Mechanical Engineering from the University of Vermont and a Master of Architecture degree from the University of Oregon. He lives with his wife and daughter in Montpelier, and enjoys cycling the gravel roads of central Vermont.
Rewa serves as the Director of Asset Management in the Burlington office for Evernorth. Her responsibilities include oversight of the Vermont portfolio with three asset managers and more than 3,000 units. This partially consists of reporting to investors, building and maintaining relationships with local partners, advising property managers, collating data on residents to better serve them, and assisting the Vermont development team with new projects. She obtained her real estate license in 2006 and worked in single family, market, and commercial property management as Realtor, property manager, lease administrator, and accounting manager before joining Housing Vermont in 2015. She was promoted to Director of Asset Management in 2018.
Rewa has a Bachelor’s Degree from SUNY Empire along with a host of continuing education classes in real estate, accounting, affordable housing, property management and asset management. She is an active member of the NASLEF Emerging Leaders’ Group and the NASLEF Asset Management Directors’ Group. She has been on the Vermont Housing Managers Association, Education Committee for three years and is proud to have spearheaded their ongoing annual maintenance training. She loves to sail and to travel by boat, bus, plane or train.
A recognized leader in the affordable housing field, Nancy is the Co-founder and President of Evernorth, guiding the overall strategic direction and business development for the organization. Before uniting under the Evernorth banner, Nancy served as President of Housing Vermont since 2008. Under her leadership, the organization helped communities to advance critical housing, economic, energy, and environmental goals. Nancy is the Vice Chair of VEIC, a nonprofit energy efficiency utility and a past member of the Federal Reserve Bank of Boston’s Community Development Advisory Council. In 2019 her work in community development was recognized by the Vermont Housing Conservation Board with the Mollie Beattie award and by Champlain Housing Trust with the Tim Mackenzie Award. Nancy is a graduate of Achieving Excellence, a leadership program of Harvard’s Kennedy School of Government and NeighborWorks.
Nancy holds a BS degree in Environmental Studies from the University of Vermont. When not helping communities, Nancy can be found gardening in summer, skiing in winter, and cooking for friends and family all year round.
An affordable housing industry leader with deep transactional knowledge, Cynthia (Cindee) Lacasse joined Evernorth in May 2023 as Executive Vice President and Chief Program Officer. She is based in Portland and serves a key, externally-facing role with Evernorth’s investors, developers, and funders, responsible for capital raising, and equity and debt investments.
Ms. Lacasse joins Evernorth with extensive experience in affordable housing equity and debt finance. She most recently served as Senior Director of Rental Business Development at MassHousing, an independent, quasi-public agency that provides financing to developers who build and preserve affordable and mixed-income housing. As a member of the multi-family leadership team, she oversaw rental lending marketing, origination, and program and product development. Prior to her work at MassHousing, Cindee oversaw LIHTC investing as President of John Hancock Realty Advisors and served as Partner and Senior Advisor for Boston-based Next Street and Vice President of Acquisitions at Boston Capital.
Cindee received her BA from Middlebury College and Master of City Planning from M.I.T. She has served on several Affordable Housing and Community Development Boards and Advisory Committees. She is a certified yoga instructor and enjoys reading, hiking, paddle-boarding, skiing and rock climbing.
As Chief Operating Officer, Eric works directly with the Senior Leadership Team evaluating systems and technologies to optimize operations and support the successful execution of Evernorth’s community development strategy. Eric brings 24 years of experience in the affordable industry including developing systems and procedures to help support various functions. He joined Evernorth in 2000, and most recently was SVP Asset Management and Portfolio Initiatives. He has 30 years’ experience in asset management and prior to his role at Evernorth he served as Director of Asset and Property Management for the Burlington Community Land Trust and as a Facility Manager for Banknorth Group.
Eric is a graduate of Champlain College and Leadership Champlain Class of 2006. He served as Treasurer and Secretary of Vermont Housing Managers Association and on the Governor’s Housing Council. Eric lives in Burlington with his wife and dog and enjoys running, hiking, carpentry projects, and a good book.
Janet directs the general operations and finances of Evernorth with lead responsibility for finance, operations and human resources staff. Prior to joining the staff of Housing Vermont in 2015, she was the CFO and Executive Vice President of Merchants Bank. Janet was also a past board member and board chair of Housing Vermont. Janet is a member of the Union Bank and Union Bankshares, Inc. Board of Directors and the past president of the Board of the Vermont Community Loan Fund.
Janet holds a BS degree in Psychology from William Smith College and a BS degree in Accounting from Syracuse University.
Dave joined Housing Vermont in 1997 after spending 15 years in the restaurant industry. He started as the Bookkeeper and moved into the Controller position after several years. Dave’s duties include cash management, development accounting, and corporate accounting. He is also the network administrator and manages all of Evernorth’s electronic banking platforms.

Dave has a BS degree in Accounting from Champlain College and is a 2006 graduate of Leadership Champlain. In his leisure time, he enjoys being out on the lake, in the woods, or on the golf course.
Rich Grogan has served as the Executive Director of the Northern Border Regional Commission, a
Federal-State partnership for economic and community development focused on communities in Maine,
New Hampshire, New York, and Vermont, since 2019. Prior to the NBRC, Rich served as the Executive
Director of Community Capital of Vermont, a CDFI and certified SBA Microlender, the State Director of
the New Hampshire Small Business Development Center, and in various roles ranging from trust and
custody on Wall Street to Assistant Professor in a MBA program.
Rich holds a PhD in Organizational Sustainability from Michigan State University, a Master of Public
Administration from the University of North Carolina, and a BS in Business Administration from Wake
Forest University. Rich has spent nearly all of his professional life working with and for small businesses
and communities. He makes his home in the small rural community of Reading, VT, where he lives with
his wife, dog, horses, chickens, and whatever other wildlife wanders through
Caitlin joined Evernorth in February of 2024 as Director of Finance. In this role, she supports a variety of financial operations within the organization, managing FP&A, treasury, budgeting, and cash flow for Evernorth and the Evernorth Loan Fund. Additionally, she collaborates broadly across the organization and with numerous external partners to consolidate and track information, to inform planning and strategic decision making as the organization continues to grow.
Caitlin earned her M.B.A from Antioch University and prior to joining Evernorth, spent ten years as a C.F.O. for quickly growing, mission-driven businesses in Vermont. She lives with her husband in Huntington where she serves on the Planning Commission and is also Treasurer on the Board of the Vermont Asylum Assistance Project.
Caitlin is an avid runner and enjoys the multitude of recreational activities Vermont has to offer including mountain biking, backcountry skiing, and hiking.
Jenn joined Evernorth in 2022 as the Vice President of Human Resources and Organizational Development. She provides executive-level leadership and guidance to the organization’s HR operations. She is responsible for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, and identifying and implementing long-range strategic talent management goals. Jenn will also help build and maintain a developmental organizational culture in a complex and evolving environment, maintain positive and collaborative partnerships with senior staff and Board of Directors as well as serve as a member of the senior leadership team; helping to form and guide organizational goals, strategies and performance.
Jenn has over 15 years’ experience in the Human Resources industry in both public and private entities as well as industries such as manufacturing, affordable housing, transportation, government, education and more. She is a member of SHRM and is a certified SPHR. Jenn has a Bachelors in Professional Writing from New York Institute of Technology and a Master’s in Human Resources Management and Labor Relations from Ellis University.
Jenn is a mother of three children who keep her on her toes! An active sports coach, snowboarder, runner and former multi-Tough Mudder competitor, she likes to be active and outdoors!
Charlotte provides organizational support to the staff and administrative assistance to Evernorth’s executive team and board of directors. Before she joined the organization in 2019, Charlotte spent 15 years in the dental and medical industries, most recently serving as the Program Coordinator for the Frederick C. Binter Center for Parkinson’s Disease and Movement Disorders at the University of Vermont Medical Center. She remains involved with the Vermont Parkinson’s community as co-facilitator of a caregiver support group.
Charlotte holds a Bachelor of Science and a Master of Arts in Teaching from James Madison University and a Master of Science in Health Care Administration from Champlain College. She loves books, traveling, and all things outdoors and enjoys spending time hiking, mountain biking, and camping with her family.
As Senior Human Resources Manager, Karen is responsible for all things HR related and oversees the office, both physical and virtual. She is certified as a Professional in Human Resources (PHR) and Society for Human Resource Management-Certified Professional (SHRM-CP). She belongs to the Vermont Human Resource Association, the Society for Human Resource Management, Green Mountain Payroll Association and Vermont Chapter of the Association of Talent Development. Before joining Housing Vermont in 2014, Karen worked at Champlain College, General Dynamics, managed a travel agency and was an assistant in a pediatric practice.
Karen has a BS in Home Economics Education from Hood College, an MA in Instructional System Design from UMBC, and a certificate in HR from Champlain College. When not at work, Karen likes to spend time at her camp on the lake, kayaking, and teaching tricks to her latest rescue dog.
Lisa is responsible for executing internal and external communications strategies including media and government relations for Evernorth. She joined Housing Vermont in 2018. Before that, she founded and ran a consulting firm for 10 years, providing executive management and strategic communications services to corporate and nonprofit clients seeking to build public awareness and advance social change. Prior to her consulting firm, Lisa served as Senior Advisor to Secretary Andrew Cuomo at the U.S. Department of Housing and Urban Development during the Clinton Administration. Lisa has a passion for civic engagement and is a founding board member of Emerge California. She is a past board member of Emerge Vermont and currently serves on the Advisory Council. Emerge is an in-depth training program aimed at increasing the number of Democratic women in public office.
Lisa has a BS from Cornell University and a Master of Public Administration from the George Washington University School of Business. She loves to hang out with her family and pets, practice yoga, travel, and meet new people.
As Communications Manager, Sara supports the Communications department in executing and monitoring communications strategies, coordinating events and creating public relations and marketing materials. Before joining Housing Vermont in 2008, Sara’s career focused on finance, banking, and marketing.
When not at work, Sara can be found spending time outside with her family or sitting quietly with a book.
As the communications specialist at Evernorth, Camille is responsible for supporting the communications team in a variety of different tasks. These tasks include social media, marketing, event coordination, internal and external communication and more.
Camille previously worked in retail and wholesale departments at Laughing Moon Chocolates, a family-owned chocolate shop in Stowe VT. She has managed several social media accounts and helped in facilitating marketing and media strategies.
Camille graduated from UVM with a B.S. in Public Communications, concentration in strategic communications. She enjoyed the Community Development and Applied Economics department at UVM as it had a very applied focus that allowed time at internships, developing real world work experience. In her educational career she was able to spend three months on a NOLS course in the southwest US where she developed leadership and outdoor wilderness skills. Camille grew up in Vermont when not at work, she can be found enjoying all the outdoor activities the beautiful state provides including skiing, hiking, running, canoeing and more. She is currently working on expanding her cooking skills and enjoys creating a healthy and balanced lifestyle.
As Senior Advisor Bill Shanahan supports the leadership team’s execution of projects and initiatives that advance Evernorth’s debt, equity and consulting programs.
Bill joined NNEHIF in 2000 as Vice President/CFO and was named president in 2011. In 2020 Bill co-founded Evernorth and served as it’s co-President where he led investing, finance and acquisitions, until retiring from that role in June 2023. Prior to joining NNEHIF, Bill spent over ten years as Director of Development and CFO for Realty Resources Chartered, a Maine-based for-profit developer of affordable housing.
Bill is past President of the National Association of State and Local Equity Funds (NASLEF). He is the past Board chair of the Genesis Community Loan Fund and has served on the Board of the Maine Real Estate Development Association (MEREDA) as well as being its Treasurer. Bill also has chaired the Maine Affordable Housing Coalition (MAHC) Board, and was on the Governing Board of Housing Action New Hampshire (HANH), both statewide housing advocacy groups. As well, Bill serves on the Community Housing of Maine (CHOM) Board. Bill is a graduate of Bowdoin College.
